This certificate indicates the property\u2019s energy rating (from A+ to F), estimated energy consumption, and recommendations to improve energy performance.<\/p>\n<p data-start=\"581\" data-end=\"811\">The system is managed by <strong data-start=\"606\" data-end=\"646\">ADENE \u2013 the Portuguese Energy Agency<\/strong>, within the framework of the <strong data-start=\"676\" data-end=\"713\">Energy Certification System (SCE)<\/strong>, and is legally required in several situations, including sale, lease, or major renovation works.<\/p>\n<h2 data-start=\"813\" data-end=\"837\">What are ADENE fees?<\/h2>\n<p data-start=\"839\" data-end=\"1105\">ADENE fees correspond to the registration cost of the Energy Performance Certificate on the SCE Portal. These amounts are established by Government decree and are independent of the fees charged by the qualified expert responsible for carrying out the certification.<\/p>\n<p data-start=\"1107\" data-end=\"1212\">In <strong data-start=\"1110\" data-end=\"1118\">2026<\/strong>, the reduced fees introduced by <strong data-start=\"1151\" data-end=\"1195\">Ministerial Order No. 39\/2016 of 7 March<\/strong> remain in force.<\/p>\n<h2 data-start=\"1214\" data-end=\"1246\">ADENE Fees in Force for 2026<\/h2>\n<h3 data-start=\"1248\" data-end=\"1274\">Residential Buildings<\/h3>\n<ul data-end=\"1496\">\n<p data-start=\"1455\" data-end=\"1496\"><strong data-start=\"1455\" data-end=\"1486\">Area &gt; 250 m\u00b2 and \u2264 500 m\u00b2:<\/strong> \u20ac350.00<\/p>\n<\/li>\n<li data-start=\"1497\" data-end=\"1542\">\n<p data-start=\"1499\" data-end=\"1542\"><strong data-start=\"1499\" data-end=\"1532\">Area &gt; 500 m\u00b2 and \u2264 5,000 m\u00b2:<\/strong> \u20ac750.00<\/p>\n<\/li>\n<li data-start=\"1543\" data-end=\"1575\">\n<p data-start=\"1545\" data-end=\"1575\"><strong data-start=\"1545\" data-end=\"1565\">Area &gt; 5,000 m\u00b2:<\/strong> \u20ac950.00<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1577\" data-end=\"1647\"><strong data-start=\"1577\" data-end=\"1586\">Note:<\/strong> All amounts are subject to VAT at the applicable legal rate.<\/p>\n<h2 data-start=\"1649\" data-end=\"1706\">How much does an Energy Performance Certificate cost?<\/h2>\n<p data-start=\"1708\" data-end=\"1787\">The total cost of an Energy Performance Certificate consists of two components:<\/p>\n<h3 data-start=\"1789\" data-end=\"1917\"><strong data-start=\"1789\" data-end=\"1816\">Qualified Expert\u2019s Fees<\/strong><\/h3>\n<p data-start=\"1789\" data-end=\"1917\">These fees are not regulated and vary according to the type, size, and complexity of the property.<\/p>\n<h3 data-start=\"1919\" data-end=\"2050\"><strong data-start=\"1919\" data-end=\"1958\">ADENE Fee (SCE Portal registration)<\/strong><\/h3>\n<p data-start=\"1919\" data-end=\"2050\">A fixed amount established by law, determined by the building\u2019s typology or surface area.<\/p>\n<h2 data-start=\"2052\" data-end=\"2103\">Exemption from ADENE fees: when is it possible?<\/h2>\n<p data-start=\"2105\" data-end=\"2144\">Exemption from ADENE fees may apply if:<\/p>\n<ul data-start=\"2145\" data-end=\"2389\">\n<li data-start=\"2145\" data-end=\"2238\">\n<p data-start=\"2147\" data-end=\"2238\">The property already holds a valid Energy Performance Certificate (less than 10 years old);<\/p>\n<\/li>\n<li data-start=\"2239\" data-end=\"2307\">\n<p data-start=\"2241\" data-end=\"2307\">The recommended energy improvement measures have been implemented;<\/p>\n<\/li>\n<li data-start=\"2308\" data-end=\"2389\">\n<p data-start=\"2310\" data-end=\"2389\">Following the works, the building achieves at least an <strong data-start=\"2365\" data-end=\"2388\">energy rating of B-<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2391\" data-end=\"2448\">When is the Energy Performance Certificate mandatory?<\/h2>\n<p data-start=\"2450\" data-end=\"2502\">The Energy Performance Certificate is mandatory for:<\/p>\n<ul data-start=\"2503\" data-end=\"2812\">\n<li data-start=\"2503\" data-end=\"2519\">\n<p data-start=\"2505\" data-end=\"2519\">New buildings;<\/p>\n<\/li>\n<li data-start=\"2520\" data-end=\"2566\">\n<p data-start=\"2522\" data-end=\"2566\">Buildings undergoing major renovation works;<\/p>\n<\/li>\n<li data-start=\"2567\" data-end=\"2635\">\n<p data-start=\"2569\" data-end=\"2635\">Sale, lease, transfer of business, or transfer in lieu of payment;<\/p>\n<\/li>\n<li data-start=\"2636\" data-end=\"2678\">\n<p data-start=\"2638\" data-end=\"2678\">Large commercial and services buildings;<\/p>\n<\/li>\n<li data-start=\"2679\" data-end=\"2731\">\n<p data-start=\"2681\" data-end=\"2731\">Public buildings frequently visited by the public;<\/p>\n<\/li>\n<li data-start=\"2732\" data-end=\"2812\">\n<p data-start=\"2734\" data-end=\"2812\">Access to financing schemes or tax incentives where certification is required.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2814\" data-end=\"2873\">Mandatory display of the Energy Performance Certificate<\/h2>\n<p data-start=\"2875\" data-end=\"2934\">The certificate must be displayed in a visible location in:<\/p>\n<ul data-start=\"2935\" data-end=\"3066\">\n<li data-start=\"2935\" data-end=\"2977\">\n<p data-start=\"2937\" data-end=\"2977\">Large commercial and services buildings;<\/p>\n<\/li>\n<li data-start=\"2978\" data-end=\"3066\">\n<p data-start=\"2980\" data-end=\"3066\">Public buildings with a usable floor area exceeding 250 m\u00b2 and frequent public access.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"3068\" data-end=\"3118\">Validity of the Energy Performance Certificate<\/h2>\n<ul data-start=\"3120\" data-end=\"3325\">\n<li data-start=\"3120\" data-end=\"3159\">\n<p data-start=\"3122\" data-end=\"3159\"><strong data-start=\"3122\" data-end=\"3148\">Residential buildings:<\/strong> 10 years<\/p>\n<\/li>\n<li data-start=\"3160\" data-end=\"3194\">\n<p data-start=\"3162\" data-end=\"3194\"><strong data-start=\"3162\" data-end=\"3183\">Pre-certificates:<\/strong> 10 years<\/p>\n<\/li>\n<li data-start=\"3195\" data-end=\"3257\">\n<p data-start=\"3197\" data-end=\"3257\"><strong data-start=\"3197\" data-end=\"3247\">Large commercial and services buildings (GES):<\/strong> 8 years<\/p>\n<\/li>\n<li data-start=\"3258\" data-end=\"3325\">\n<p data-start=\"3260\" data-end=\"3325\"><strong data-start=\"3260\" data-end=\"3315\">First certificates for new or deeply renovated GES:<\/strong> 3 years<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3327\" data-end=\"3380\">In specific cases, validity may be reduced to 1 year.<\/p>\n<h2 data-start=\"3382\" data-end=\"3433\">How to obtain an Energy Performance Certificate<\/h2>\n<p data-start=\"3435\" data-end=\"3919\">Since November 2019, ADENE has made available to Qualified Experts a set of official documents containing instructions for completing the forms required for the issuance of Energy Performance Certificates, in accordance with the Residential Buildings Regulation (REH), the Commercial and Services Buildings Regulation (RECS), and Ruin Declarations for <a href=\"https:\/\/www.sce.pt\/\">SCE<\/a> purposes.
